Freddy Heflin is the sheriff of a place everyone calls “Cop Land” — a small and seemingly peaceful town populated by the big city police officers he’s long admired. When an elderly millionaire is found dead with cocaine in his system, his will leaves $8 million to Rebecca Carlson, who was having an affair with him.
