After Regina Lampert falls for the dashing Peter Joshua on a skiing holiday in the French Alps, she discovers upon her return to Paris that her husband has been murdered. Soon, she and Peter are giving chase to three of her late husband's World War II cronies, Tex, Scobie and Gideon, who are after a quarter of a million dollars the quartet stole while behind enemy lines.

Thief Gaston Monescu and pickpocket Lily are partners in crime and love. Working for perfume company executive Mariette Colet, the two crooks decide to combine their criminal talents to rob their employer. Under the alias of Monsieur Laval, Gaston uses his position as Mariette's personal secretary to become closer to her. In this humorous paean to the joys of food, a pair of truck drivers happen onto a decrepit roadside shop selling ramen noodles. The widowed owner, Tampopo, begs them to help her turn her establishment into a paragon of the "art of noodle-soup making". Interspersed are satirical vignettes about the importance of food to different aspects of human life.
