On a dark night, the Japanese police is raided by a spy. Different countries' intelligence agencies - such as England's MI6, Germany's BDN, and America's CIA - as well as the FBI's secret files are going to be taken, but public safety officers lead by Tooru Amuro arrive just in time. The spy steals a car and escapes. The spy and Amuro are then locked in a dead heat on the highway, and just as it is about to cause an accident with multiple cars, the spy's car is hit by FBI agent Shuichi Akai's rifle bullet and falls of the roadway. The next day, Conan and his friends go to a newly-remodeled aquarium in Tokyo. Under the main attraction, a Ferris wheel, Conan finds an attractive woman alone and injured. Her left and right eyes are different colors.

Officer Karl Torok's best friend, Count Alvinczy, is elected president of the Hungarian cabinet. Meanwhile, Alvinczy's wife, Madalaine, receives a message from a blackmailer, threatening her husband. When the blackmailer winds up dead, Madalaine appears to be the most likely suspect. Torok, however, knows the case is more complicated than it seems and dedicates himself to revealing the truth behind the mystery.

A film based on a book by Jaroslav Kmenta tells the story of a mafioso who got rich by tax fraud of billions of crowns in transactions with petroleum products and who later tried to gain control of the state-owned petroleum concern. The main character is the gangster Radim Kraviec (Hynek Cermák). He was always capable of violence, but when his father is abducted and killed by a competing mafia, he is changed into a murdering monster.

The action-packed episode features faces from the show's past including Sheila Grant (Sue Johnston) and wayward son Barry Grant (Paul Usher), and is written by series creator Phil Redmond.
