When vengeful General Francis X. Nicolai Dalchimski, a mad KGB agent steals a notebook full of names of "sleeping" undercover KGB agents sent to the U.S. in the 1950's. These agents got their assignments under hypnosis, so they can't remember their missions until they're told a line of a Robert Frost poem. Dalchimski flees to the U.S. and starts phoning these agents who perform sabotage acts against military targets.

Mark Adams (John Gabriel) is an FBI agent who has been assigned to infiltrate an organized crime ring that has obtained a set of printing plates that will allow them to produce nearly perfect counterfeit 20-dollar bills. The plates were made in Germany during World War II, and were discovered by a radical right-wing group hoping to restore the Nazi Party to power. The American gangsters are in cahoots with a group of wealthy American neo-Nazis sympathetic to the new German cause, led by fugitive war criminal Count von Delberg (Kent Taylor); the count has in turn recruited a vicious motorcycle gang, the Bloody Devils, to do his dirty work.

In the mean streets of London's East End, a former Serbian commando and a fourteen-year old boy plot revenge against a powerful crime lord and his ruthless lieutenants. As our heroes prepare to take on their enemies, the boy is mentored in the dark arts of assassination and learns the true meaning of friendship, honor and respect.
