The Doctor arrives in Victorian London. It's Christmas, but snow isn't the only thing descending on the tranquil and jubilant civilization, as familiar silver giants from an alternate reality are amassing in numbers. The Cybermen are on the move again, and the only beings who can stop them are the Doctor and... another Doctor?

Devilish looking man dances with a dress in his arms. The dress stands up by itself and a woman magician appears in it. She conjures six women and then makes them disappear. She magically changes into men's clothing and lines up six boxes which begin to smoke and produce six women, whose clothing transforms from formal gowns to ballet dresses. The magician makes them disappear. She then lines up six glasses on a table, and, as she pours wine into them, a woman appears in each glass. She makes the wine go back into the container and everything on the table goes up in smoke. She transforms her clothing into a dress, then disappears, leaving the dress standing on its own. A storybook opens to depict little Dorothy on the grey Kansas prairies, when suddenly a cyclone comes up, turns her world to color, and she lands on a Scarecrow, who promptly gets up and walks with her. Her dog Toto finds a woodcutter made of tin, so the Scarecrow oils him up and he accompanies them. They watch some animals reproduce before being ushered into the Emerald City by singing suits of armor and a lavish parade of overweight cops before meeting the Wizard, a devious little man who transforms eggs into uncontrollable forms, much to Billina's dismay.

Laundry soap brand Rinso was quick to jump on the 1940s fuel rationing bandwagon and remind housewives that, unlike other soaps, Rinso required very little hot water (it was customary to boil clothes at the time). This ingenious two-pronged marketing approach - bolster the war effort while increasing sales - was in keeping with the soap manufacturer's pioneering approach to advertising.
A farmer walking in the woods is frightened away by a shapeshifting fox, who then disguises himself as a samurai and makes his way to a temple, haunted by a young shapeshifting tanuki whose various attempts to frighten the fox/samurai away fail. The young tanuki telephones his father, and they join forces against the samurai.
