Two fishing scout pilots make a horrifying discovery when they encounter a second Godzilla alongside a new monster named Anguirus. Without the weapon that killed the original, authorities attempt to lure Godzilla away from the mainland. But Anguirus soon arrives and the two monsters make their way towards Osaka as Japan braces for tragedy.

The advertising director of Pacific Pharmaceuticals, frustrated with the low ratings of their sponsored TV program, seeks a more sensationalist approach. Keisuke Kuroda wakes up in a hospital bed unable to remember who he is. While sneaking out of the hospital, he sees a glimpse of the news and realizes that he is the Prime Minister of Japan. His approval rating was the lowest in the history of modern Japan. During a recent speech, a citizen had thrown a rock at him causing him to lose his memory. Keisuke Kuroda’s subordinate takes him to the official residence of the prime minister where he tries to implement changes to the country. The only people aware that he has lost his memory are his three secretaries.

In pursuit of the notorious thief “Subashiri no Kumagoro,” the Arson and Theft Investigation Squad corners him. Seizo, who has been actively working as their agent is killed by Kumagoro. Amidst the chaos, Kumagoro manages to escape from the squad. Four years later, Seizo’s widow, Onobu, is raising her young son, Yusomatsu, single-handedly while running a small tea shop. One day, she helps a traveling merchant named Shintaro, who collapses from a sudden illness in front of her shop. The two soon fall in love and promise to start a family together. Shintaro leaves on a business trip and promises to return in a few days. Right after his departure, Onobu is shocked to see a wanted poster delivered by the Arson and Theft Investigation Squad… Kumagoro’s face on the poster is the spitting image of Shintaro.

Dolls takes puppeteering as its overriding motif, which relates thematically to the action provided by the live characters. Chief among those tales is the story of Matsumoto and Sawako, a young couple whose relationship is about to be broken apart by the former's parents, who have insisted their son take part in an arranged marriage to his boss' daughter.

Nathan Algren is an American hired to instruct the Japanese army in the ways of modern warfare, which finds him learning to respect the samurai and the honorable principles that rule them. Pressed to destroy the samurai's way of life in the name of modernization and open trade, Algren decides to become an ultimate warrior himself and to fight for their right to exist.
