Kathy Kares is New York’s newly appointed director of rodent mitigation– we follow her staff as they attempt to win an unwinnable war against both the Mayor of New York and the city’s growing rat population. But the rats outnumber them a million to one.

Immediately after her appointment, the Rat Czar’s office is thrust into chaos when opposing interest groups arrive.
Trying to slow the growing rat population, Kathy and her team deposit rat birth control all over New York. Unfortunately, the city’s teens discover this plan and try to use the rat birth control as their own.
In an attempt to better understand the rat population, Kathy goes undercover as a rat. Meanwhile, her staff must respond to a crisis without her when a roach infestation is discovered.
After going viral for another embarrassing mistake, Kathy resorts to stopping all fun in the office.
Kathy throws a block party to increase community awareness, but a surprise visit from the mayor throws the event into chaos.

Four turtles fall into the sewers and are befriended by Hamato Yoshi a Japanese man sent to New York who was forced to live in the sewers. One day he sees a strange green glow which transforms the four turtles into human-like creatures.
