Metzer 58 play Punk. They were founded in a meet-up at Lebenshilfe Münster, an NGO that provides housing and other services to people with disabilities. The band consists of disabled people and able-bodied people. That doesn't really affect the topic of their songs or the amount of chaos and excess at their gigs, though. Terror Mandelão addresses sound, technology, and the job market in the universe of baile funk in São Paulo's favelas. The film follows the journey of DJ K, one of the main DJs of Baile do Helipa, the street party of Heliópolis favela, and his friend Zero K, who got his first hit after 10 years as MC. Combining documentary, fictional elements, and visual experimentation, it portrays the ups and downs faced by young artists on the outskirts.

From the residents to the architects, including the city of Grigny, the mayor, the prefect, the landlords, and the ANRU (National Agency for Urban Renewal), the film examines and deciphers the consequences of what happened in Grigny and the state's housing policy. Through the analysis of Grigny's history, we see how the state has participated and continues to participate in the creation of social exclusion.
